The manual i have does not explain the timing marks and how to accurately
set timing. The sticker under the hood says "15degree BTDC +or- 2%
but i cannot find which one of the marks is for the 15degrees.

here is a crude diagram of the marks on the harmonic balancer(flywheel)...
I I I I The I by itself seem to be TDC and the other three marks are the timing marks.

Can anyone help with this one?

Okay, when the cam gear has "UP" facing, well, up and the 2 marks on the edge of the gear are lined up with the top of the cylinder head and the harmonic balancer gear marks are lined up on the block and the crank pulley is lined up the crank pulley will have the white mark (the single, lone mark) in the middle of the crosshair when the #1 cylinder is at TDC. The #1 cylinder is farthest right (driver's side). With the engine started and fully warmed up and the SCS connector is jumped, if you clip a timing light to the spark plug wire for cylinder #1, the center red mark in the group of 3 should be in the crosshair. Adjust the distributor to advance/retard the timing until it's correct.

if you clean the little grooves you'll see that TDC has white paint in it and the timing mark is red.
Be sure to have the engine fully warmed up and all electrical-A/C shut off when setting the timing.
That way you don't need to stand on your head and go dash diving to jumper the service check connector

 

But you should still jump the service check connector.
