I have a 1995 Honda Accord and it's dash stopped

Default I have a 1995 Honda Accord and it's dash stopped

While working on trying to get the windshield wipers to work again when we went to go start the car the dash does not work anymore only thing brings up is the battery light and the internal lights still work.

Have you checked for any blown fuses? My 1998 dash doesn't light up either. I know it's due to a blown fuse, but in my case a replacement fuse just blows immediately. So I need to do more troubleshooting. Hopefully yours is a simple fix.

All of my fuses work, I think The 12 volt rail on my windshield wipers got shorted out but I don't know how to fix that or why they would cause my dash not to work anymore because only thing I get is the battery light and all the connectors that have wired to my dash and to the inside fuse box are connected, and I can't even disconnect them anyways they don't pop apart for some reason

I'd treat the wipers and the instrument cluster as separate issues. You can google CD7_CD9.pdf and get the 94 shop manual for free on various sites. You'll need a volt meter and test light to figure out if power, ground, or signal is missing at the wiper motor electrical connector. We can give you more details if you have a volt meter to begin troubleshooting.

The instrument cluster will require similiar testing.

Was any work done on the car or any issues like an accident before you started having issues?

There has been no work done to it, I think the 12 volt that went to the windshield wiper relay and My stepfather and me were messing with the wiring in the top right of the engine bay trying to unplug stuff to get to the windshield wiper motor

The wiper electrical circuit is a bit complicated. Does the winshield washer work when you press it? Or the mist function on the wiper switch?

For the wiper motor, you might have to remove the cowl to get to the wiper electrical connector. Then we can give you some tests to figure out why it is not working.
