Default IACV buzzing

Ive finally diagnosed some problems with my 92 Accord. The IACV seems to be giving me problems (see my other thread "92 Accord Suction Noise:VIDEO" ) So I was getting ready to swap it out for a used one when I noticed that it makes a strange buzzing or humming sound when the key is in the #2 position. I tried the other IACV ( the used one)and it also buzzes. Do I have two bad IACVs here or is that noise normal?

When energized, the IACV is supposed to hold itself open but I don't recall a loud buzzing. If you have to stick your head back there to hear it, probably OK. If it's loud enough to notice with the hood closed, probably not.

When its in the open position, is the plunger inside supposed to be retracted inward toward the electrical solenoid? Its lound enogh to hear with the hood open, but probably not when the hood is closed. Both of the IACVs that Ive got make the same buzzing noise and the plunger inside is in the same position and doesn't move. They look like the plunger is extended out ( away from solenoid ) Will I see them move when plugged into the harness? Do I have a differant problem? electrical?

I have a junkyard one that I will take look at to see how it works.

Check that the yel/blk wire to the ICM has 12V with the key in the II position.

Yep I checked the yellow/black wire and its got 12v. I also got the ECU to give me a #14 trouble code (IACV). So its definitely tryin to tell me something is up with the IACV!
