Idle Problem

1990 Accord,
When I start the car, it idles up high maybe around 1800-2000 then drops down for a second, then back up for a second, and repeats for a couple minutes.. sometimes longer than others. Someone mentioned a idle positioning sensor, and we checked for vacuum leaks with no noticeable leaks.
Any suggestions?
