Idle too low under load?

'91 Accord wagon F22A6.

I just won the service manual but don't have it yet.

I removed and cleaned the fast idle and IAC units yesterday, screen was totally plugged and I thought for sure I licked the problem.

No Such Luck! As soon as I put it in gear the idle drops to under 500RPM and stays there until I give it pedal. When in N it idles perfect.

I need some advice troubleshooting and where else to look.

EGR seems to be functioning when I apply suction but I have not removed the 4 manifold plugs and cleaned them yet. I'm considering blocking the EGR completely as I don't have to pass any tests. Thoughts on this are appreciated.

Car runs fine once moving but just won't idle high enough when in gear and stopped.

idle is normally a little low on these. check the base idle screw adjustment if you know what your doing.
