Default Inner tie rod question

Getting ready to do inner & outer tie rods on my 2005 Accord EX 4cyl hopefully next weekend. I bought Raybestos Professional Grade inners at Carquest (401-1986). There were no instructions in the box and there are some discrepancies with the Honda Service manual. The box came with 2 lockwashers whereas the service manual shows one lock-washer and a "rubber stopper". I see people selling both the OEM lock washer and rubber stopper on Ebay pretty cheap. Should I just buy them and not use what came in the box? Also, the tie rod ball joint seems well packed with grease but they included a little packet of grease. What's that for? Thanks!

Edit... One more thing. There is so little of the lockwasher sticking above the flat I don't see how in the heck anyone would get that tapped down while the rack is still in the car. I saw a YouTube video where someone used blue Loctite. is that a legitimate option?
