I don't have an 08 manual. There should be a sticker in the driver's door jamb or under the hood with the idle speed. When the engine is at operating temperature (when both radiator fans turn on), the rpm should be around 750. Make sure everything is turned off, so there is no load on the engine.

If your idle is out of spec, I would not start by adjusting the idle. Typically, you would want to find any vacuum leaks, etc if the idle is higher than normal. Cleaning the throttle body and both sides of the throttle plate using some throttle body cleaner is a not a bad idea.

I think your accord is drive by wire, so I don't know if opening the throttle plate will cause issues. Hopefully someone else can give their opinion on this.

I think you have to use a Honda computer hookup to adjust the idle. That was true even for my 2003 LX 4-cyl which was NOT a motorized throttle. Even for the 2003 that adjustment was done in the software not in the hardware.
