interior problem

Default interior problem
I bought my honda accord (2001) a year ago, and there is this sticky crap, and a blob of yellow paint in the lower part below the radio. I've tried wiping it off even getting a butter knife carefully scratching it off but I can't get it perfect, any ideas?
