Car: 2009 Honda Accord EX-L V6: White Diamond Pearl with 35,000 miles

HAF,

-The Rear License Plate Bolt is stuck! Help! Any ideas on how I can get it loose? I tried WD-40, no luck yet...
-What PSI do you recommend to obtain the best gas mileage? I have it at 35.

PB Blaster works better for me vs. WD-40. If it still won't come off you might be able to get in through the trim from inside, to spray some from the other end of the bolt.
