Default Lifetime seatbelt warranty...?

My automatic seatbelt on my 1990 Accord stopped retracting to the driving position. They wanted to try to fix it for over $1,000. I told them it was under warranty (as original owner and with warranty booklet in hand).

Service advisor claimed that the warranty doesn't cover anything but the belt itself, not the retraction mechanism, none of the sensors telling the system in what position the belt is in, not the control unit, nothing but the belt itself.

Escalating the issue to Honda America, a Honda representative told the dealership's general manager that the car was no longer in "useful driving condition," although I use it daily to commute to work.

So much for Honda's famed seatbelt lifetime warranty.

Who do I take the issue to?

In looking up Honda’s warranties I ran across the phrase “useful life of the vehicle” but only could find a definition someone posted as the governments view which is 100.000 miles. I believe that is what the Honda Rep was citing. I would suggest a search of “ useful life of the vehicle” and see if you can find out more about its definition that Honda is using.
