Lights seem dimmer

Default Lights seem dimmer

So I installed new Xenon Headlights in my car less than a year ago and went with a respected brand (Kensun) off of amazon. A couple months back one of the ballasts blew, and they replaced it no questions asked which was nice but I noticed I have been struggling seeing at night especially in the rain. I am wondering if anyone knows if it is the bulb that is dying out or the crappy ballasts. I know its not just me because I was driving with my buddy the other night, not raining, and he asked if my headlights were on and they were. So if anyone knows anything for me to do, that would be nice, thank you. Not looking to replace the whole set but if I need to replace the bulbs or ballasts, that's proabably do-able.

Can you rule out dull, dirty reflectors or lenses in the headlamp housings?

Yes, that can be all ruled out. The headlights were recently buffed and are in good shape.

Got the company sending me new bulbs and ballasts as I had one month left on my two year warranty luckily. Great company I've been dealing with. As I said above the company is called Kensun and I ordered their parts online at Amazon. Second time they have shipped me something with no charge over the two year warranty.
