The 98-00 accords have a different setup than the 90-97 accords. You will have to remove the throttle body and unbolt the upper part of the manifold (#10 with red circle around it). I don't think that you can access that passage easily from the EGR valve side, but you can always try.

That bore through the manifold is the EGR passage that gets plugged up that has the red highlight on the pic below. The honda dealership has a kit to help prevent that passage from getting blocked up for the V6 engine, but I don't know if there is a kit for the 4 cylinder engine. I would call a dealership and ask them about it.

I think that you would have to drill out the passage and insert a steel sleeve into that passage if the kit is available. Or use brake cleaner and a pipe cleaner to get all of the carbon out from there.

If you do this procedure, you should get a new gasket #11. The Air control valve might have to be unbolted from the back of #10 (not shown in that pic but I put a green circle around where it is mounted).

You might have to drain the antifreeze from the system before you start, or you could keep a rag and a pan under that area of the car if antifreeze is routed through the throttle body to the air control valve.
