Yes it all depends on the money game.It also depends if your going to use this car as a daily driver or not.
Blower superchargers, larger fuel system with custom fule rail, intake pipe and header, high output ingnition system and the list goes on...

I thought the EX came with 150hp ? Intake, exhaust, header are a few basic item for bolt-on, since it's an auto you won't see much in gain at the wheel though, and auto trans for 98-02 are very weak.

...You can only have 2 of the 3.
Your biggest mod you can do to make your honda little bit faster will be a 5speed swap. Your not adding any power but your free up lost power that the auto eats up. You will all ways see a 20-30% drive train power loss.
If you want bang for buck nitrous will be your best bet. But you won't have the extra power all the time only by a press of a button.
But your accords weakest link is your auto trans. If you plan on putting down anymore power then 10hp I would do a 5speed swap. Then your not really held back by your trans. At the point you can turbo/juice it just without having trans issues.
If your not interested in doing a 5speed swap I would stick to the basics
a GOOD header
A GOOD intake
Ported intake manifold
Bigger TB port matched to the plenum
Exhaust (if you don't plan on getting a tune I would not do this mod. You will run rich all day every day)
Street tune
All that should yield you around 10hp

Even if you could get 15hp from CAI and catback, it won't be wheel horsepower but crank hp, you might see like 5hp increase at the wheel. Only a dyno machine can tell how much gain in whp, if you can get it done before and after the bolt-on, then you will know for sure how much gain in hp. You should be seeing around 114 whp stock for auto.
