If there is enough of the bolt sticking through from the surface, I would spray some PB Blaster on the threads and try vice grip and turn out the rest of the bolt.
If you can't get vice grips on there, then I would drill out the old bolt with a bit that about the same size of the bolt. Take the good bolt to AutoZone and get one that matches. I think that the thread pitch is 6x1.0 mm, but always use a good bolt to ensure you are right. Buy a tap that matches the thread pitch. You will have to screw in the tap to recreate the threads. Make sure that the hole is drilled out
You could also use an easyout, but I usually just do what I described above.
If you don't feel comfortable doing this, then take the thermostat housing off and take it to a machine shop. I think that there are two bolts that hold that on, and the housing comes off the hard line from the waterpump with a little bit of twisting. A machine shop can probably do this in about 15 minutes with the part out of the car.

Good advice from PAHonda to remove the part. It is very difficult to drill a hole straight in a tight spot. Simple to resolve once the part is in your hand. I would suggest "chasing" the threads on the other bolt w/ a tap to clean the threads. New bolts for both would be a good investment.

I think you guy misunderstood my problem or i might have type it incorrectly
the hole on the thermostat housing the part the go to the engine..where the thermostat is located at the hole that hole the bottom screw of the other part of the thermostat housing is broken in half.
Therefore, i can't tighten the bottom screw..only the top is good.
for now i put a nut and bolt at the bottom of that hole...
I wonder if anybody know how to change the entire thing....
I believe it is call the thermostat case
