Default New guy needs some help

Hey guys. I have a problem with my 1999 Accord. Now, bear with me...I'm not so mechanically inclined so I'll explain the best I can. My car has been clunking real bad in the front end. Brought it to a buddies house, got it up in the lift and we found a break in the rear part of the front subframe. It's the part that goes across the car and the swaybar bushings bolt into it. It snapped on the passengers side right where it bolts (3 bolts on either side it looks like) to the frame which goes under the motor and holds it. The piece is rotten but it looks like it separates from the rest of the frame and I should be able to buy a new one. I've called a few places and no one seems to be able to tell me what it's called. I dropped it off at a place tonight and explained the problem and that i don't want to have to replace the whole subframe because it looks like just the cross piece can unbolt from the rest. The shop is going to call me back tomorrow to let me know if they found the part. What is it called and how much will it set me back? Thanks for the help.

Is one of the parts shown in the image below?

could you have it welded if its not too thin from rust?

I was thinking of having it welded but the whole piece is rotten and it's in a bad spot so it's a no go i think. The piece is #1 on that diagram and the piece that snapped is right above where the #3 is written; where par 1 bolts to part 9. What is it called?

Since it has a separate part number, then it's "supposed to" be available at the dealer. But in reality they might have to order it because it's not a common failure. Seems like that would rust out together with the rest of the car, so take a good look around. If everything else is about to rot through then you have to judge whether it's worthwhile.

everything else looks good. Just spoke with the body shop where i left my car. He couldn't find part name and said he couldn't fix it there anyway...wtf. Frustrating.
