I just recently bought a 96 Honda accord ex and was trying to figure out some wiring issues that would be causing the cruise control buttons and horn buttons to not work on the steering wheel and a couple other things, in the process while under the hood i noticed that i couldnt find a trans fluid dipstick anywhere and there is a nipple on the passenger side that looks like it should have a hose of some sort attached to it. any body that knows what that may go to or can tell me where the trans dipstick is would be alot of help. it has a 4 cylinder vtec engine.

There is no dipstick for the manual transmission. What you are talking about is the vent tube. There should be a little rubber cap on the top of it.

Check engine light is not on and the nipple is just a inch to inch and half metal nipple with no rubber cap, it just looks like the type of metal nipple you would attach a hose to.

You're probably referring to the coolant bleeder bolt.

Are the fuses for the horn and cruise control okay? Is the SRS light on?
If so, it may turn out to be a damaged steering column cable reel/clock spring.

not sure where the fuse are yet but the cruise control on/off button on the dash works just not the ones on the steering wheel, tryed to upload a pic of the nipple but im having trouble with it

The fuse would be the no. 19 (20A) located in the under hood fuse/relay box. (See image) A faulty horn relay can cause the problem too though.
