I don't have a wiring diagram for the 89 accord.
The hazard relay is the same between your 89 and my old 95 accord, so the inputs will be the same.
You will need a volt meter. Unplug the hazard/turn signal relay. It should have three pins labeled L, B, and E in the picture attached. You want to test the proper pins on the fuse box.
E should be a closed circuit to ground (zero resistance).
With the key in the II position, and car not running:
B should have voltage when the hazard switch is turned on and turned off.
Let us know what you find.

Thats pretty awesome actually. I found that the leak in the trunk was because of the seals on the tail lights. I took some rubber glue thats used for glueing gaskets and created my own seals to prevent leakage. So far so good but only time will tell. I dont suppose you have come across the same problems with the flashers and hazards have yah? I'm still stumped on this.
