Do you have access to a scanner that can read the communication codes and gauge control module codes?
I'd also say that the best item to purchase is a shop manual for that accord. You can get the pdf of the shop manual from automanualsource.com for $22 and download it immediately.
The wiring diagram has a lot going on. You can start with the simple stuff like are you getting power to one of the pins on the cruise control switch?

Since we don't know if it ever worked before all of the work - clock spring has me worried. Assume the master comes on with no issues. Check for a good signal from the wheel set switch to the control unit as a start.
