Default O2 sensor

I have a 99 Accord with V-tec engine and the check engine light is on with a 1166 and 1167 codes,both primary heated o2 sensor codes. I replaced the sensor and still have the 1167 code. Could this be a faulty relay, and if so where is it?
Thanks, larry

Using the attached picture; check for 10-40 ohms on the sensor heater circuit, terminals 3&4
What brand sensor?
Then check the corresponding terminals on the wire harness side of the connection for 12V with key on.

Bosch. Then check the corresponding terminals on the wire harness side of the connection for 12V with key on.
Did that and found that the sensor was bad and only had 9V. My buddy thought that might be a bad relay. What else might that indicate?

P1167;

Reset the ECM/PCM.

Start the engine. Wait for at least 80 seconds.

Is DTC P01167 indicated? YES - Go to step 3.

NO - Intermittent failure, system is OK at this time. Check for poor connections or loose wires at C102 (located under the under-hood fuse/relay box), the A/F Sensor relay, the A/F Sensor (Sensor 1), and the ECM/PCM.n
/////////////////////////////////////////////////////////////////////////////////////////////////////
Step 3
Disconnect the A/F Sensor 4P connector, and ECM/PCM connector C (31P).
//////////////////////////////////////////////////////////////////////////////////////////////////////
Step 4 Pic #1
Connect ECM/PCM connector terminals C14 and C15 to body ground with a jumper wire.
/////////////////////////////////////////////////////////////////////////////////////////////////////
Step 5 pic #2
Check for continuity between A/F Sensor (Sensor 1) 4P connector terminal No. 1, No. 2, and body ground individually.

Is there continuity? YES - Replace the A/F Sensor (Sensor 1).n

NO - Repair open or short in the wire between the A/F Sensor (Sensor 1) and the ECM/PCM (C14 or C15)

To boil it all down you are checking for poor connection to ground thru to the PCM.

Default problem solved

After buying an o2 sensor from Advanced auto and still having the code, i looked closer under the hood and realized that even though the car was bought in NY, it had CA emissions so I took the slightly used sensor back to Advanced Auto, and they got me a new one. You gotta love a supplier who will take back used electrical components. Anyway, after installing the new sensor and a few starts and stops, the cel went off on its own, and even though the car was running fine before, it's running great now. I probably should have done this a year ago when the cel came on, but it was running so well I did not bother.
