Default oil not draining from the head

I wanted to get some opinions on this problem. I am changing the valve cover gasket and all the spark plug seals next week. I wanted some suggestions on how to unclog the head without pushing all the gunk down further. Im afraid it will clog the lift tube or what ever its called if im not careful.
I considered running something through it for a day or two like seafoam then going to get an oil change.

The previous owner has probably been running the car with to much oil since he always dumped recommended amount during oil change even though a bunch of oil had not drained from the head.

Suggest you leave hard, baked brown deposits alone. These are normal unless they are very thick. Large buildups can occur in some engines. I've not heard of Accords having this problem, but depending on how the car was driven I'm sure it's possible to clog an engine w/ deposits. A large buildup of coked oil could clog the oil return channels and possibly the oil pump intake screen.
