Normal operating temperature is 89 - 90 degrees Celcius (approx. 192 - 194 degrees F). The thermostat should be opened at normal operating temp. The range is still normal somewhat above that (above approx. 89 degrees C or ~ 209 degrees F) before it actually overheats. See this link which shows how it also normally looks on the gauge:

Overheating Troubleshoot for Honda's Cooling System

The Honda OEM thermostat on your car should start opening at 169 - 176 degrees F, and be fully opened at 194 degree F.

I have an infrared thermostat and the fans start running at 210f and shut off at 190f. Is this about normal? I'm just thinking that's it's my gauge that is bad, at 210f, my gauge needle is at 3/4 of the way on the gauge, is this about normal?

I'd say OK. Some people say the fans come on earlier (based on the gauge), but the gauge isn't always accurate from one car to another.

Based on the service manual , the Honda OEM thermo-switch A normally switches on at/or between 194 to 205 degrees F, then should switch off 36 - 45 degrees lower than when it switched on. If your normal operating temp. is 210 degrees F, you appear to be running on the high side of normal.

Honda use to have a test similar to this to check whether the radiator was the problem (I do see that you listed the radiator was replaced though). Get the car up to normal operating temperature, with your infrared temp. sensor, compare the temperature difference between the upper and lower radiator hoses. If there is more than a 15 degree F difference, the radiator flow is okay, if less than 15 degrees F, then the radiator flow is not okay.

I looked at the notes again, and the check is done under the same condition when overheating occurred. The attached are older instructions before the advent of now commonly available infrared temp. sensors where they used thermocouples.
