Default Oxygen sensor wire harness

the O2 sensor wire harness is hanging from my friends 2007 4 dr Honda Accord. This is the secondary sensor (or one that goes to the Cat Converter). seems white plastic clips are attached to wire and dont look broken but they are not anchored to he car itself. I do see to mounting sites but there must be something missing or broken. they just look like white plastic blocks screwed into a threaded post. Can anyone tell me what might be missing? s more info, i am talking about the 2 mount or clips that look the same, the other one is mounted but looks much different then the other 2.

Also saw on a parts diagram some clips but was not sure if it would include the piece that screws into the underbody (as mentioned the clips on the wire look fine)

Thanks for the quick photos and diagram. Looks to me I am missing the Cover Assembly for the wire harness (illustration #22). That's why I cant find a place to clip the clips. The white mounting blocks I spoke of must hold the cover assembly in place. Thanks again.
