Maybe the newer accords CEL bulb turns on the whole time until you go to start the vehicle? I'll pay closer attention to my 05 TSX in the morning to verify, because that car is basically a more powerful accord.
Hopefully someone with an 03-07 accord can verify this CEL behavior is normal.
