Default PCV blows right out on 96 lx auto

My car has had some issues lately.

Symptoms include a drop in power after a quick depression of the accelerator at idle. I could be sitting at a light and not have any problems with light acceleration. A quick step on the gas from a stop quiets it down to just barely stalling or stalls. At full throttle I have no issues once I'm already moving at a good clip. Its auto but it has no problems when downshifting to speed up and shows no signs of anything being amiss. It has felt slightly hesitant in 4th when giving a bit more gas to speed up. Floor it and its fine.

The other day I decided to see what happens under the hood under these same circumstances. From idle the PCV valve jumped right off of the valve cover and the engine shut off when giving it a sudden amount of gas.

There is some moisture where the spark plug wires connect through the valve cover.
It has idled oddly at a light but not erratically in the sense where it just drops under idling rpm but nothing drastic. The main issue is the drop of rpm when giving it a good amount of gas to roll. A gradual amount and it's fine.

I know I need to replace o rings because of the slight moisture in the valve cover and a small amount of oil by 2 of 4 spark plugs. I already changed the PCV valve last week. I saw the new valve jump out as the engine shut off.

I want to figure out what might be causing the pcv valve to jump out as the engine cuts off. Or does that happen normally when an engine shuts off? There must be some sort of blockage somewhere. I would rather figure this out before I go ahead and change the o rings and spark plugs. What should I go about cleaning?

I read some posts and considered a blocked catalytic converter before I noticed the jumping valve. Doubt it might be the case.
Also thought it might've been the throttle cable.

Thanks in advance.
