Default Power Steering Pressure fittings

Hello.

Hoping to get some help with my attempt to replace pressure power steering hose for my 1999 LX. After many cuts and swears I was able to get the old hose out of the vehicle.
I am having difficulty threading the new fitting into the rack. I am getting resistance and cannot get the fitting started. I confirmed with an old fitting (no line just fitting) that I am able to thread it...so I am ruling out bad threads.

FYI, purchased Duralast replacement for the Vtec 2.3 engine...

Here is the reason for the post...I feel like the old flare is still stuck in the rack...not positive, but kinda looks like it. Thinking that would cause the resistance and lack of thread starting.

Here are the best pictures I could get with my phone. Can anyone tell me if that inner piece is the old fitting flare or that is where the flare fits over.

Thank you for any help you could provide.
