Default problem child 94 accord help!

Hi everyone, i've been lurking on this site for awhile. Its been a big help with my 91 ex wagon. I've recently picked up a 94 accord lx 2 door and have been having trouble getting it running. I got a good deal on it because the previous owner had the timing belt replaced and they didn't align the balance shafts! It shook like crazy and ran real rough. I went through and re-timed the belts, replaced the seals they didn't replace, and also replaced the balance shaft belt since they still had the original balance belt on there! The car still ran rough so i removed the iac and cleaned it. Made no difference. I removed the fitv and also the throttle body and cleaned them, and it made no difference. Adjusted the valves, new ngk plugs, new HONDA cap & rotor, etc. Car still ran rough, then eventually died and wont start anymore. It has spark, so I replaced the main fuel relay thinking that was it (had a similar problem with my 91 wagon awhile back) and it still wont fire. It Turns over, has spark, i can hear the fuel pump run when i first hit the key, and the check engine light is not on so i dont think it has any codes.
Has anybody had this problem before?
thanks for any help

Have you checked the compression?

sounds like the p/o put the timing belt on incorrect, bent some valves, had the belt reinstalled correctly and decided to cut their losses, agreed, check compression first...and remember, a "good deal" is a state of mind...
