Default Radiator fans run constantly

Recently removed and reinstalled the motor and now the fans run as soon as the key is turned on. I have removed the connector to the temp sensor on the thermastat and the fans continue to run. What could have caused this by simply removing the engine?

First, what year is this Accord?

Can we assume both fans run as soon as key is "on"?

I'll assume this is a 4cyl, forgot to ask that.

Is the ac off?

If so follow the green wire from the fan connector and make sure it is not "grounded" going to the relays. It might have been "pinched" during the install of the motor. Or you can test for ground on the pin of the relays for the fans.

Yes it's a 4 cyl.. Where are the fan relays located? Seems I read here in another thread they are located at the fuse block.

The relays are in the underhood fuse box.
