no check engine light is off and i have a 5speed and i am assuming the d4 light is the d4 light on an automatic but if it is not i do not have any lights on at all

 

The D4 light would be for an auto transmission. I just assumed that your accord had an AT.

If the check engine light is off and no codes stored, then maybe you are dealing with two problems (the speedometer itself and a problem with the cruise control) that are not related to the speed sensor.

A faulty speed sensor should cause the CEL to turn on.

The speedometer stuck at ~19mph sounds like the common problem with accord speedometers.

As for the cruise control, do your brake lights work properly? Also, the clutch pedal has a switch to deactivate the cruise control that might not be working properly. The online manuals thread in the DIY section has a spooner tuner link that has a 94 shop manual that you can download to help you out.

You will need to buy a volt meter to do the diagnostic tests in the shop manual.
