Should I Buy?
I have a chance to buy a 2010 Accord EX, VIN 5KBCP3F75AB007092. It has 194,000 miles on it. It had a check engine light come on which had to do with catalytic converter. It’s reset and hasn’t come back on with some fuel treatment. TPS light comes on occasionally (not tire image). Seems to run well.
I don’t know what to expect in repair bills with the high mileage. Does this car need timing belt every 100,000 miles? Does transmission fluid need changing every 30,000 miles? Will it need new shocks & struts soon?
If I buy, what should I offer? I don’t have access to Carfax stuff and am not sure if there’s any bad history. Let me know what you think I should pay.
Your input is really appreciated!

Is this a v6 or 4-cylinder? The v6 has a timing belt that needs changed. You'll have to look at the interval for miles, but I think it is every 100-120k miles. 4-cylinder engines have a timing chain that doesn't need replaced.
What was the actual code for the check engine light?
As for price, you'll have to compare to similar vehicles being sold in your area. The CEL code may help you lower the price.
Shocks are an item you replace when worn. It all depends on how the car was driven and also age.
I'd recommend finding a shop that specializes in hondas and have them do a used vehicle inspection to identify potential issues currently with your car.

figure into your cash offer that high mileage cars will 'always' need $700 - 1000 spent for soon replacement of something common: usually brakes, tires, tranny fluid service or coolant flush.
I'm not afraid of buying high mileage vehicles myself, paid $2700 for clean '92 Accord at 203,000 and still have it at 270,000 miles.
Your car, with incomplete description, but you want a number: Offer $3600 if clean.
