Sister's 88 Accord has fuel issues
My sister's 88 Accord DX coupe with the 5-speed manual transmission idles weird. She has to keep her foot on the accelerator at all times or it dies. Sometimes during normal driving it will suddenly rev really high. I am assuming this is a problem with fuel regulation. Does anyone know specifically what the problem is, and if so, how hard/expensive would it be to fix?
She said that when she went to a mechanic a while ago, he said something about a wax plug being missing in the fuel system. I am only really familiar with the electronic part of cars, so I have no idea what that is. Would that be the problem?
If I am missing any info, I can find it out, but please help.

An 88 DX is carb'd. Check the choke movement and be sure it is working properly, then check the base idle...yes in that order, want to be sure someone didn't "set" the idle to "fix" a different issue.
