Default Surging idle after fuel tank replacement

Hi all, I just replaced a fuel tank and sections of rusted out lines to /from it on a 1995 accord ex, and now the engine idle is surging up and down and the c.e.l. is on. While replacing the sections of line, I wasnt sure which line was which and might have crossed them. also, on the main supply line(the larger one) as the line comes from the tank and runs down the side of it there was a fitting of some sort. it was round and kind of looked like a small fpr. it reduced the size of the line. well i cut that out and just ran a straight line/hose to a good non rusted section. what was that thing? and is not having that the issue here? thanks

Can we start by getting the code, you state the CEL is on. Jump the service connector and count the flashes from the CEL/D4 (if auto) and let us know what you have.
