Timing belt tensioner pulley adjusting nut wont budge

i have a 92 accord wagon with A/c
I am doing a timing belt replacement after one of my balance shaft gear came undone from the shaft (last guy didnt know what a torqe wrench was) anyhow i got all the parts to fix my car. the issue i am having is the tensioner pulley adjusting bolt is sooo tight that its starting to strip, before i really mess it up ... any tips on how to get it off
one more thing, if i dont know where the balance shafts where b4 the belt came off do i just put the motor at TDC and just set the balance shafts at the timing marks?
just out of curiousity this is going to fix the vibration right? im such a noob on hondas!! this is my first honda, and just bought my second 2 days ago so i can get around wile fixing the family car

Now you might need one of those special sockets for rounded bolts??
I had to be very careful that the socket was perfectly square on the bolt, & hold it in tight against the bolt too. It's kind of a pain.
