underhood light & trunk light
Does one fuse control these lights? If so can you tell me which one please. I have a 2003 Honda Accord EX-L with 2.4L engine. I assume it came with both of these lights hooked up. They are there and neither work and the bulbs are ok. Any help is appreciated.

I don't have a wiring diagram right now, but doubt one fuse protects those two lights.
I'd suggest testing the power and ground wires on the bulb socket. The ground wire should be black. The non-black wire should be your power. Use a good known ground to attach your black volt meter lead. I typically find a bare metal bolt as my good ground.
On the meter, use DC volts to test for power (should be 12V). Use resistance setting for ground (should be very close to zero), or continuity setting (should say closed to ground or maybe short, just depends on your meter).
Always check your meter works, by trying to measure voltage across the battery posts. Try continuity tests between the - battery post and where the black battery cable bolts to the fuse box or frame.

Underhood light .....I need to go out and look at the 07 Accord and see if it has one.
Anyway, the trunk light is powered by a fuse (dash #6 7.5 amp) that also powers the map/door and a few other lights. So if just the trunk light is not working then the issue is somewhere else.
Note that the light is always "hot" and will only come on when "ground" is applied....in the case of the trunk light the ground comes from the latch. SO if you are not getting ground to the light I would inspect the latch to see if dirt and that is preventing a good contact.
