Exclamation valve cover gasket job 97 Accord

Ok, so im pretyy good with the f22b2 engine so I decided to buy a vcg kit and replace all seals/gasket (due to leak) my question is, the "rocker-arm assembly" if oil gets inside the fastner screw hole does that need to be taken out? I dont know if oil being inside the bolt holes messes with the torque specs Because ive already broken one fastner/bolt. these are the torque specs im going by (8mm = 16ft-lbs) (6mm = 12ft-lbs)

For the bolts that hold the cover.....I'd be in the 7 to 8 ft lbs range...just me

Again, want to be sure we are talking about the same bolts.......Holding the cover on is one. First pic I posted

The "rocker shafts" to the head are something else.

Well I torqued the rocker shaft bolts to 16lb and the smaller "12" to 10lbs and it hasnt exploded on me yet but I do still have a small leak in cylinder(4) I think I should apply hondabond underneath the grommets
