VSS wire harness

I have a 95 Accord, the speedometer quits working correctly after 10 minutes of driving. I have replaced the VSS. I checked the output of the wiring harness. Black wire and yellow wires are to spec but I am reading 9 volts with the ignition on before I put it into drive. Even with the ignition off I get a reading of .3 volts. These supposid problems are showing up before I even drive the car when the speedometer is working. I really would like to know that I should not have any power to the orange wire. It is my belief that the speed sensor is responsible for all voltages going through the orange wire. I am getting very frustrated. The engine light also comes on at exactly the same time the speedometer quits working. When testing voltages to the orange wire it is the same with or without it being plugged in to the dash and or the VSS. The voltages are between 2-5 volts with the car moving until the 10 minutes hit then it drops to 1-2 volts and the guage jumps up when working the gas. If you need more info please let me know.

I let the car warm up before I drove it and the speedometer was shuttering from the start the engine light came on within a minute and I pulled the 1791 code. I continued to drive it for another mile and then pulled a 0500 along with the 1791. I cleared the codes and drove it for another 3 miles and only pulled the 1791. The cruse control did work but I cannot confirm if it was working correctly but it seemed to be ok. The speedometer does not stick it just zero's out or sometimes holds speed it seems to bounce 50% of the time 25% perfect 25% zero.
