what do you call the goldish bracket that....holds the throttle cable and if you push it, it will rev up the car ? Is there a name for it ?

Anything that I should know or avoid before removing this bracket ?

You generally don't remove the throttle plate arm (my name). You disconnect the cable end stop from the throttle plate arm.

We call it the throttle cable mounting bracket. There is almost no reason to remove it unless the throttle plate return spring is in need of service.

 

I just wanna remove it and paint it and put it back the way it exactly is.
By taking it off, is there a big possibility of messing up some kind of adjustment or timing, or is it no big deal...like just as unscrew and mount it back on...?

 

If you're talking about the non-moving bracket that holds back the throttle cable housing, that's not a big deal.

If you're talking about the round thing that acts like a cable-drum and turns with the throttle plate shaft, then it is kind of a big deal, but you simply have to be aware of the following things about Honda's idle-control systems.

The throttle cable must go slightly slack when you release the accelerator pedal. The cable-adjustment must not be used to adjust your idle.

There's a mechanical stop-screw that looks like you might use it for idle adjustment. DON'T. By R&R the cable-drum, you will probably disturb this adjustment so you need to understand how this works. The throttle plate must close completely, and that little stop screw is used to (just barely) prevent the throttle plate from wedging stuck closed.

Idle is actually adjusted with a needle valve (air bypass) in the TB, alongside the throttle bore.
