what is this? should it be like this?

Default what is this? should it be like this?

Working on the heater control valve as the clamp went loose and the valve did not shut completely (sending hot air even the **** was set to cold) I discovered this open tube. Is something missing on the top? should it be open like it is?
I tried to paint an arrow but did not do a good job so I circled the part

thanks in advance for any help

sorry, forgot to mention is an Honda Accord 1999 LX 2.3L manual transmission.

It is your manual transmission vent. You trans heats up and builds pressure it need to be relived or you will blow out seals. So its just a hole that need to be open. I think the tube should be bent to help keep out water but that should be fine.

I think there should be a special rubber cap on that, which has a little vent hole facing down or sideways or something.

Thank you guys. will go to dealer and get one. Probably not good to have that openning for dust and moisture
