Wipers won't turn off

Did you perform a test on number 12. When the fuse is out test the fuse port with the switch on and off. If you are getting a signal when it is off then it is something at the switch if it's operating as it should then it's beyond the switch. I would start at the motor connector with a test. To see at why point is it getting power.

Some possible culprits:
1. Make sure your car battery is fully charged. A low battery can cause problems with electronics. Check the battery.
2. Faulty Multiplex Integrated Control Unit (MICU) that is integrated into the under-dash fuse/relay box.
3. Faulty Relay Circuit Board that is part of the under-hood fuse/relay box.
4. Short to ground in wiring.

Although you already replaced the wiper switch, unplug the wiper harness connector and turn the Ignition switch to IG1. If the wipers run, this would definitely rule out the switch.

Have you unplugged the wiper harness connector to check yet?
Just for information (see attached photo):
The relay circuit board consist of several relays, one of which is for the wipers. If it was faulty, it would be replaced as an assembly.
The wiper motor fuse is part of the under-hood Multi Block Fuse; so, it is not an individually separated fuse like some of the other mini fuses.
