Ok so I just swapped out my f22 non-vtec for an h22 I have everything done but when I start the car I have a cel and the car won't go past 3500-4000 Rpms it's like I'm hitting the rev limiter and when I let off the gas and the Rpms drop back down the car seems to want to die out. Any suggestions?

It is pretty simple.

I have a couple of questions though. What wire harness did you use and what ECU are you using?

If the current ECU is set up like the accord's then all you need is a piece of wire or a thin paperclip to short the blue two pin connector under the glove box. Turn the key to the II position. Count the Check engine light flashes. Long blink=10, short=1. So LLLS=41.

See this site for images: dhost.info/accordinfo/howto/cel.html

I reused the accord harness I just had to de-pin 2 connectors and use the h22 ones and lengthen the oil pressure sending unit wire I found a guide for it online. And as far as ecu I'm using a non-vtec accord ecu until I can get a P13. And vtec isn't hooked up

You can follow the instructions on that site I referenced above.
