i have a 97 accord with cold air intake and it rained here in phoenix that streets were like rivers my car hydra locked i had to take pliers and jump the starter terminals together and took forever to get it started but finally did.in heavy rain when i would step on it the engine would bog from water.But i got a much bigger cone air filter and never had the problem again.

i live in eugene oregon where its non stop rain from oct to may and i drove thru somethick rain and some standing water on the street and checked the cone and it was bone dry.
