Demotivators

In that same regard, in Canada there arethree common practices employed by the government of the day to de-motivate citizens from eithercontacting government departments, or getting to the bottom of some scandal.

First, it changes the official names of already well-known government departments and agencies. (The reason for doing this is quite obvious and requires no further elaboration.)

Second,it "shuffles the cabinet".

Third it "calls an inquiry" -supposedly to get to the bottom of some no-doubt outrageous matter.

In the case of the second,an old cabinet minister takes over another old cabinet minister's "portfolio" (they switch jobs), thereby allowing the government a considerable "cooling off" period, during which the new heads are completely ignorant of the pervious head's possible misdeeds and "just getting up to speed" as heads of their new ministries.

In the case of the third, after it has set in motion an inquiry (whose scope is usually severly limited by the samegovernment), all government spokespersonsthen refuse to answer any questions posed by members of the public or media by saying that "it would be inappropriate to comment while the matter is under investigation".

All of these are intolerable de-motivators in a democracy.

You can go on despair.com and make your own for free. It looks like that is what whoever made that one did.

@tonyIM *L* i asked the same thing before. I thought he was a girl for a very long time (a fairly attractive one that looks strangely like drew barrymore), but then he said hes a dude.
