programming key

Question programming key

I just purchased a 2016 Honda Accord without remote controls. I am the 3rd owner and apparently the 2nd owner replaced the ignition switch. The Honda dealer cannot program new remote keys.
They quoted a price of $800 to repair by replacing parts. Can anyone advise me on this problem.The seller doesn't have the remotes.

?!? I thought the key was the remote also. The remote can be programmed by you. How many keys do they have and is it a valet or regular key? I am assuming you got the year wrong if not need more detail. If it's a 16 on the 3rd owner I would leave it where it's at
