I will be getting a 2013 Accord Sedan Sport tomorrow and it comes with 18" tires. I'm wondering for winter tires if its possible to have 16" tires (price wise its cheaper). If so, what 16" tire size I should get?

 

Look at TireRack.com & go through the motions of a winter-tire package. They show 16", 17" and 18" packages.

But for right now, you might wait for fall. Winter tires frequently get old just by years, before they wear out (depending on how long the snow season is where you live).
