Loose Undercarriage (rubber splash?)

Default Loose Undercarriage (rubber splash?)

It is underneath the driver's side fender because some of the "plastic/rubber" screws/fasteners are missing. I've searched a few sites online to no avail finding the screws. Aside going to the dealership, where can I find them?

Also, I found some leak through the windshield because there's a 1/2 inch gap on the driver side. The weather strip barely covers the gap. Is this something I can get it fix for free at the dealer?
