Default 1990 Accord Automatic Transmission shifting problems

I have this 1990 accord and the 1st and second gear shifts rough at about 3-3.5rpm . Driving it on the freeway it keeps shifting 3rd and fourth like its confused. Is this the treansmission going bad? What should i check first?

Transmission fluid level? Is the fluid dirty?

There's also a cable adjustment between the throttle to the transmission, but there's other people around here who know that one better than I do.

Yes trans fluid is good and clean, also made sure there were no metal shavings or glitterlike pieces in the fluid.

OK that's good.

I'm not an auto-transmission guru, but here's my take on the transmission cable adjustment. You can check it against my description, but I wouldn't adjust anything until someone who knows more chimes in.

There is a cable from the throttle body going down to the transmission. It should be adjusted so that it begins moving just exactly as the throttle drum begins turning. No slack. (The accelerator cable from the accelerator pedal SHOULD have some slack)
