15-20% is exaggerated? Sport Compact Car just ran a dyno on a brand new Honda Fit, stock. Its rated 109hp at the crank, it put down 95 on the dyno. Thats a 13% loss, and on a brand new car. Now factor in that any car more than a couple years old is not still putting out the hp it was brand new, and 15-20% is indeed reasonable.

forced induction or CL type S driveline swap. both are well above $2K

by the way a stock j30a V6 accord loose 42hp to driveline losses in stock form

I have a 02 CL type S (same car for all practical purposes) and I have 307hp with just 2 bolt ons on a 3.2L v6 that started with 260HP. (Headers and Intake) I want a larger TB and Manifold but I would have to have my hood reshaped....for an additional few ponies.....

Headers were about $360 and SRI was about $150.

stock V6 03+ accords are 190hp at the wheels when running stock 87 octane it comes up to about 200 with higher octane. These cars are most likely underrated in hp department due to the fact that people are dyno higher than stick by amounts that are not dyno or production differences....problem with these cars is:

blocks are slightly shorter (by 1/4" I believe) and you cannot use things like CL type S cam on them
headers are out since exhaust collectors are cast into cylander heads
same basic flawed 5sp auto from the acura cars until at least 2008 when they get the new 4 shaft design)

There was one guy who fabbed all the pipe work to get a CL type S blower into his 7th gen but he paid a crapload of cash to get it done...you can find him in the 7th gen section of v6performance.net.

at first the the manual 7th gen V6 accords got the same intake (or similar) as the CL type S and they were making more HP although still advertised at 240hp. now all the v6 Accords appear to have the CL type S intake (or a variation of it)

BTW going from from 260hp to 307hp is 18.XX%. The headers alone were worth 30hp and the intake was worth 17hp
