Help! Does this look like a broken camshaft?

92 Honda Accord. Won't start. Dizzy rotor didn't spin but when I looked at the timing belt it wasn't snapped either. Took the valve cover off and saw this. Does this mean that the camshaft is broken?

u might wanna start lookin for areplacement head. or engine.
