Dealer has told friend that 2002 Accord, 4 cylinder with 50,000 miles should have timing belt changed due to age. Cost $850. Is this true?

I was always told 7 years/105,000 miles is the general rule of thumb. Does that price also include the water pump? (If so that is a reasonable price.)
