Thumbs up 04 Won't crank or start, Sensor problems?

Hello all. Thanks for looking at this
I have an 04 accord which will periodically just not start. No sounds, no clicks. The starter simply won't fire. Video here:

Doing some research, could this be some kind sensor error that isn't working correctly?
It has eventually turned on, after some time and jingling. It is happening with increasing frequency and duration.
The starter, battery, and key are all new (< 6months old)
Any thoughts? The Honda dealer wanted to run a 150$ diagnostic just to identify the problem, so I am hoping to not have to turn to that. Going to get the OBD codes and will reply with that info asap

I'd want to test the small wire to the starter when this is happening, are you getting 12v on the small wire when the key is turned to start?

Next, is this an auto or manual trans, four or six cyl engine.

I really have don't have the equipment or the know how at this point to measure the voltage. I'll work on getting a voltmeter and get underneath the car to determine if thats the problem.
In the meantime, its an automatic, 4 cylinder engine with 196k.
