Default 06 Accord Headlight problem

I bought this car used about a year ago and it has blue extra bright lights and I noticed there are boxes connected to each light saying high voltage. Last night one stopped working so I shut the lights off and back on and then they both stopped working. I also noticed that since I bought it, it cranks over very slowly-I replaced the battery and the same problem. I thought starter but could these light things be drawing so much juice to cause this problem. Any advice would be appreciated.

I would first check the alternater voltage output. Sounds like someone swapped your headlights over to an aftermarket HID kit. HID lights will not work if they don't get enough voltage.
